MOUs and Agreements Exchanged During Indian Prime Minister Narendra Modi’s Official Visit to Sri Lanka (April 4-5)

The following is a brief report on the Memorandums of Understanding exchanged during Indian Prime Minister Narendra Modi’s official visit to Sri Lanka on April 4 and 5.

  1. MOU for implementing high voltage direct current (HVDC) interconnection for energy import and export.
  2. MOU for cooperation between FIASA, the Government of India, and Sri Lanka’s Ministry of Digital Economy in the field of sharing successful digital solutions implemented at population scale for digital transformation.
  3. MOU between the governments of India, Sri Lanka, and the United Arab Emirates for developing Trincomalee as an energy hub.
  4. MOU for providing multi-sectoral grant assistance to the Eastern Province.
  5. MOU on security cooperation between the Republic of India and the Democratic Socialist Republic of Sri Lanka.
  6. MOU for cooperation in the health and pharmaceutical sector.
  7. MOU for pharmaceutical cooperation between the Indian Drug Commission and Sri Lanka’s National Medicines Regulatory Authority.
  8. Opening of the renovated railway line on the Maho-Omanthai route.
  9. Commencement of construction of a signaling system for the Maho-Anuradhapura railway line.
  10. Commencement of construction work on the Sampur Solar Power Plant (conducted virtually).
  11. Opening of the temperature-controlled agricultural warehouse built in Dambulla (conducted virtually).
  12. Provision of rooftop solar systems for 5,000 religious sites across Sri Lanka (conducted virtually).
  13. Capacity building program in India covering approximately 1,000 Sri Lankans annually.
  14. Indian grant for the development of Trincomalee Thirukoneswaram Temple.
  15. Indian grant for the development of Nuwara Eliya Seetha Eliya Temple.
  16. Indian grant for the project to develop a worship city complex in Anuradhapura.
  17. Display of Sarvagya relics in Sri Lanka on the occasion of International Vesak Day 2025.
  18. Completion of bilateral amendment agreements on debt restructuring.
  19. Power purchase agreement and implementation agreement for the Sampur Solar Power Project.
  20. Currency swap agreement.
