The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) has revealed that a Cabinet minister, several governors, state ministers, ambassadors, senior diplomatic staff, and judges are among 41 high-ranking officials who failed to submit their asset and liability declarations for the past year.
According to CIABOC’s amended list of non-declarants of assets and liabilities, former Cabinet Minister Douglas Devananda, along with six former State Ministers—Tharaka Balasooriya, Shantha Bandara, Kader Masthan, Sivanesathurai Chandrakanthan, Surendra Ragawan, and the late Lohan Ratwatta—did not submit their mandatory declarations.
Under Section 80 of the Anti-Corruption Act No. 9 of 2023, all public officials and holders of public office are legally required to periodically declare their assets and liabilities, both within and outside the country.
The list also includes four former provincial governors: Roshan Goonetileke, Senthil Thondaman, Navin Dissanayake, and William Gamage.
Furthermore, at least 28 senior diplomatic officials—including eleven ambassadors, deputy permanent representatives, high commissioners, and ministers—are reported to have failed to comply, along with two former judges.
