Eric Meyer, the new U.S. Ambassador to Sri Lanka, testified before the Senate Foreign Relations Committee, stating that he intends to work with the Colombo government to safeguard Sri Lanka’s ports and infrastructure from outside influence. He made this remark in response to a critical statement raised by the Committee Chairman regarding China’s growing presence in Sri Lanka. The Committee Chairman strongly criticized the leasing of the Hambantota Port to China. He also emphasized the importance of the agreement between Sri Lanka and the International Monetary Fund (IMF), highlighting the significance of the IMF-backed program for Sri Lanka’s economic reforms.
The new ambassador faces two major issues in Sri Lanka: the Hambantota Port and the IMF agreement. The first concerns the Sinopec oil refinery in Hambantota. Sri Lankan Foreign Minister Wijitha Herath recently stated that during a transit visit by the Chinese Foreign Minister, discussions were held to complete the Sinopec refinery in Hambantota within the first few months of 2026. Meanwhile, the current IMF agreement is set to expire at the end of 2026, and there is growing sentiment within the government that a new agreement should not be signed.
Former U.S. Ambassador Julie Chung played a major role in ensuring the success of the IMF program. However, in the final months of her tenure, disagreements arose between the Sri Lankan government and the IMF. The government believes that the IMF agreement should end as scheduled and that the country should manage its economy independently without entering into another IMF program. Particularly with the 2027 election year approaching, the government feels that continuing under an IMF agreement would be politically difficult. Eric Meyer arrives in Sri Lanka against this backdrop.
Additionally, the government has yet to sign the Tariff Agreement with the United States. Meyer’s arrival coincides with statements from the ruling party and the leader of the house condemning U.S. actions in Venezuela.
Unlike Julie Chung, who was a Biden appointee, Eric Meyer is a Trump appointee. His mission is to implement Trump’s foreign policy. Dealing with Meyer may prove more challenging for the Sri Lankan government compared to its dealings with Julie Chung.
