According to a weekend English newspaper, Indian Prime Minister Modi listened patiently to Ranil during his first visit to India as president, and said he couldn’t give police powers if he implements the 13th constitutional amendment.
Modi listened about Sri Lanka’s Tamil problem for the first time from a head of state of Sri Lanka is from Mahinda Rajapaksa. All South Asian leaders were invited to Modi’s inauguration as Prime Minister in 2014. Mahinda accepted the invitation and attended the event as well. It was Modi’s first meeting with a Sri Lankan head of state. Following his meeting with Modi, Mahinda told the Indian media that he would give 13 plus, not 13 minus.
However, Mahinda did not provide a plus or minus. The opposition leader, Ranil Wickramasinghe, then stated unequivocally that Mahinda should give 13 plus. Despite not having the opportunity to meet Modi as the leader of the opposition, Ranil called Modi and congratulated him. At that time, Ranil informed Modi through his Indian diplomatic network that Mahinda does not want to give 13 plus and Mahinda rule Sri Lanka as China wanted.
After Mahinda was defeated in the 2015 presidential election, Ranil went to Jaffna and said:
‘Speaking in Jaffna Ranil assures political solution
Prime Minister Ranil Wickremesinghe, speaking in Jaffna today, assured that his Government will work towards a political solution to resolve the National issue.
The Prime Minister said that following the end of the war there was an expectation that the National issue will be resolved with the full implementation of the 13th Amendment to the Constitution.
Wickremesinghe noted that former President Mahinda Rajapaksa had also promised to go beyond the 13th Amendment with “13 plus” but that was not to be.
He said that the Tamils, Sinhalese and Muslims faced several hardships since the National issue was not resolved.
However he said the current cohabitation Government is determined to address the National issue.
He also said that the concerns of the Tamils will also be addressed in order to heal their wounds and give them peace of mind.
The Prime Minister insisted that the reconciliation and accountability process is not to take revenge on anyone but to find the truth over some incidents related to the war.
He said the ultimate goal of Sri Lanka must be to ensure all communities work together in a united Sri Lanka and not a divided country.
He said that extremism should not be given room in the country and all religions must be protected like in the past.
The Prime Minister urged all political parties, including former President Mahinda Rajapaksa to support the reconciliation process.
He said that Sri Lanka must take advantage of its location in the Indian ocean and join the economic race.’

Since Ranil became Prime Minister in 2015, Modi has met with him three times in India. On each of those occasions, Ranil stated to Indian media that he was willing to give 13 plus. He informed the Indian government that he was unable to do so because Mahinda was inciting racism and Ranil lacked presidential powers. When Ranil became president with a deal with Mahinda and met Modi, he said to fully implement 13 amendment. Modi implied that you now have presidential powers and Mahinda’s backing, so keep your earlier promise.
Before Ranil left to meet Modi, during his meeting with T.N.A. MPs he said that he is not Ranil Rajapakse. In a different way, Modi is saying that you must prove that you are not Ranil Rajapaksa, but Ranil Wickramasinghe. The reason is that on several occasions when Modi met Ranil between 2015-2019, Ranil would have said that he was ready to give 13 plus. On the three occasions Ranil visited India to meet Modi between 2015-2019, he met Congress leader Sonia Gandhi, Rahul Gandhi and former Prime Minister Manmohan Singh. Ranil first went to India in October 2016. On October 05 he met Sonia, Rahul and Singh. Next, Ranil went to India in November 2017.
Ranil met Sonia on November 23rd . Ranil again went to India in October 2018. October 19 met Sonia, Rahul and others. When Ranil is always the Prime Minister of Sri Lanka, Sonia’s Congress party was in the opposition. In 2002, when Ranil became the Prime Minister, he met Sonia when he went to meet then Indian Prime Minister Vajpayee. This time when he became president and went to India, he did not meet Congress party leaders including Sonia. It is not known whether it is because he is afraid of Modi or because he thinks that Gandhi will not come back to power.
However, after hearing the leaders of Sri Lanka, it is possible that Modi views Sri Lankan leaders as a farce. The reason is India who thought Ranil as their friend got the presidency from Rajapaksa whom India thought as an enemy ,now visit India and tells about china and Tamil problem what Rajapakses tell.
