The United Nations Development Programme (UNDP) has stated that delays in obtaining permits and weak coordination among government institutions have slowed post-disaster rebuilding efforts following Cyclone Ditwah.
According to available data, the UNDP noted that reconstruction activities have been further affected by a shortage of construction materials and the limited availability of skilled labour needed to resume building work.
In addition, the UNDP said that some affected communities are facing difficulties in accessing financial assistance required for reconstruction.
The organisation identified these challenges as major obstacles to rebuilding damaged infrastructure in the aftermath of the cyclone.
The UNDP also revealed that more than 1.1 million people affected by flooding caused by Cyclone Ditwah were already experiencing income shortages and debt even before the disaster struck.
As a result, the programme said these communities were unable to effectively cope with a disaster of the scale of Cyclone Ditwah.
