According to Tamil National Alliance parliamentarian Mr. M. A Sumanthiran, the government planned to introduce a Broadcasting Authority Act in 1997, but the Supreme Court rejected it completely.
The Supreme Court determined that it required a two-thirds majority as well as popular approval in a referendum. He said this new act and the one which was rejected by the supreme court are very similar.
