Shifting of ministry secretaries is to be addressed:  elimination of inefficiency and disputes

A mini cabinet of ministers reshuffle along with the state ministers including the ministry secretaries is tip to take place soon according to reliable government source. The reshuffle would meet the recent request by some state ministers about the dispute they have with the ministers and shift of some ministers who have failed to achieved their target and improve performance will be changed.

‘The Sunday Times’  reports  that ministries to be assigned during the reshuffle have been selected after evaluating the performance of the ministers and their ministries. The President also has taken into consideration some of the representation made by state ministers who have expressed displeasure over the failure to assign specific duties to them.

On Monday, the state ministers met Prime Minister Dinesh Gunawardena and voiced their concerns. Among the issues raised were the non-appointment of a secretary to the State Ministry, some of the ministry secretaries continuing beyond their retirement age without an evaluation process resulting in inefficiency and some state ministry officials idling while enjoying perks.

Among the requests made were that secretaries to state ministries should be appointed, duties and functions assigned, personal staff of state ministers restored and a budget allocated for state ministries.

They also demanded that they should be empowered to work with provincial governors on rural development projects.

The ministry secretaries are to be transferred based on the evaluation of their performance. A scorecard system was introduced earlier by the President’s office to monitor their performance.

The President would take into consideration instances where secretaries failed to coordinate with other ministries and failed in their performances, sources said.
