On the 28th, it rained for about an hour from 5 to 6 pm in Yatianthota Tanakola Watta, Kithulgala, Ginigathhena, Kalugala and Polpitiya Samanala hydroelectric power plant catchment areas.
Due to the extremely dry weather conditions in those areas for several months, the water capacity of Kelani river was decreasing rapidly.
