India’s Sri Lanka Aid Surpasses $7.5 Billion Amid Growing Bilateral Ties

The Indian High Commission in Colombo has officially announced that the total amount of relief and development assistance provided by India to Sri Lanka has exceeded US$7.5 billion.

Addressing a special seminar on the study of the Pali language held in Colombo, Indian High Commissioner Santosh Jha stated that more than US$850 million of this amount has been provided in the form of outright grants.

These projects cover all 25 districts of Sri Lanka and span a wide range of sectors, including housing, healthcare, education, land and railway transportation, renewable energy, as well as port and industrial development.

Emergency Support During the Crisis and Economic Impact

When Sri Lanka faced an unprecedented economic collapse in 2022, India acted swiftly to provide fuel, medicines, and essential food supplies even before the International Monetary Fund (IMF) relief programme was finalised.

This intervention helped prevent a complete breakdown of Sri Lanka’s essential import sector. It later created a foundation for increased Indian investments in energy, infrastructure, and digitalisation projects in areas such as Nuwara Eliya, Trincomalee, and the Northern and Eastern regions.

Geopolitical Influence and “Neighbourhood First”

The Indian side states that these assistance programmes are being implemented in line with New Delhi’s “Neighbourhood First” policy and its “MAHASAGAR” vision for security and economic cooperation.

However, regional analysts point out that amid the competition for strategic influence in the Indian Ocean region, New Delhi’s economic and political influence over Colombo has grown significantly.

While Sri Lanka has gained immediate benefits such as employment opportunities and infrastructure development through these initiatives, political and economic commentators have also raised concerns about the possible impact on the country’s independent foreign policy due to excessive economic dependence on a single nation.

At a time when India has become one of the key partners in Sri Lanka’s future development agenda, the major challenge facing the Sri Lankan government will be to maintain this extensive bilateral relationship — covering both society and religious institutions — while ensuring national legal standards, tax transparency, and protecting the country’s sovereignty.

Expanding Bilateral Relations

The relationship between Sri Lanka and India has expanded beyond areas such as healthcare, energy, and transport into cultural and religious fields as well.

Following the Indian government’s decision in October 2024 to grant Classical Language status to Pali, both countries have taken steps to further strengthen Buddhist cultural and academic ties.

In addition, during the recent “Ditwah” cyclone disaster, India provided immediate relief assistance through Operation Sagar Bandhu.
