Mrs. Ganga Kalpani, the head of the government printers, said that ballot papers will be printed only if money is given.
She pointed out that she did not ask for the full amount, but only an advance amount from the Election Commission.
In the meantime, she said that due to a circular issued by the Ministry of Finance, she was stuck on both sides.
