Former Minister Patali Champika Ranawaka has made a special announcement on his Facebook page regarding the Disaster Management Act of 2005.
He stated:
“The Sri Lanka Disaster Management Act No. 13 of 2005 is very clear. According to Section 4, the initiation of programs related to disaster prevention and mitigation, as well as the provision of relief, rehabilitation, and reconstruction activities, is vested entirely in the National Council for Disaster Management.
Sections 16 to 18 of the Act further clarify that the Council has the authority to raise and maintain funds, and Section 18 specifies that these funds must be audited.
Accordingly, no external party has any legal authority to collect or manage funds on behalf of the state for disaster management or rehabilitation.”
