On October 4, 2024, India’s External Affairs Minister, Dr. S. Jaishankar, visited Colombo, Sri Lanka, for high-level discussions with key leaders, including President Anura Kumara Dissanayake, Prime Minister Dr. Harini Amarasuriya, and Foreign Minister Vijitha Herath. The discussions focused on enhancing bilateral cooperation, with India reaffirming its commitment to projects aligned with Sri Lanka’s priorities under its ‘Neighbourhood First’ and SAGAR policies.
Dr. Jaishankar highlighted India’s development aid and new initiatives, including a $61.5 million grant for Kankesanthurai port modernization, converting $20 million in project payments to grants, and a donation of 22 diesel locomotives for Sri Lanka Railways. The meetings also underscored collaborative opportunities in energy, digital public infrastructure, and tourism, with both nations emphasizing economic and regional stability.
India assured support for Sri Lanka’s debt restructuring and IMF processes, while discussions on defense and security emphasized mutual interests and transparent dialogue. Dr. Jaishankar also raised humanitarian concerns regarding detained Indian fishermen, advocating for their early release and fair treatment.
Regarding ethnic reconciliation, Dr. Jaishankar reiterated India’s support for inclusive peace, the implementation of the 13th Amendment, and holding Provincial Council elections. President Dissanayake was also invited by Prime Minister Narendra Modi to visit India at a mutually convenient date.
