Empowering Sri Lankan Civil Servants: NCGG’s Second Capacity Building Program in India

The Second Capacity Building Program for Civil Servants of Sri Lanka, hosted at India’s National Centre for Good Governance (NCGG), is set to commence on May 13, 2024, in Mussoorie, Uttarakhand, India. This two-week program falls under the Indian Technical and Economic Cooperation Program (ITEC) of the Ministry of External Affairs (MEA), Government of India (GoI).

Forty senior civil services officers from various Government of Sri Lanka (GoSL) Ministries and Departments, including but not limited to the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government, National Police Commission, Attorney General Department, Sri Lanka Customs, Ministry of Finance, Economic Stabilization & National Policies, and Audit Service Commission, will participate in the program. These officers hold ranks such as Director, Senior Deputy Director, Deputy Director, Senior Assistant Secretary, and Assistant Secretary.

The program, conducted by NCGG in collaboration with MEA, aims to explore the integration of digital technology in governance, aligning with the principle of ‘Maximum Governance – Minimum Government’. Its primary goal is to facilitate the exchange of insights and innovations practised in India to enhance governance and public service delivery.

Participants will be exposed to successful Indian initiatives, including Housing for All, digital technology utilization, disaster management focusing on coastal regions, health insurance schemes, public-private partnerships, Government e-Marketplace (GeM) for transparent governance, Aadhar creation for effective governance, digital public infrastructure, circular economy principles, and election management. Additionally, field visits will complement the theoretical learning, providing practical insights into governance and societal dynamics.

Previously, NCGG conducted a similar capacity building program from February 26 to March 8 for forty senior civil servants from Sri Lanka. NCGG, operating under the Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India, is dedicated to action research, studies, and capacity building in public policy and governance on both national and international scales. In collaboration with MEA, NCGG has provided training to civil servants from seventeen countries, including Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal, Bhutan, Myanmar, Ethiopia, Eretria, and Cambodia.
