The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) has initiated investigations into multiple complaints, including allegations against the suspended Deputy Secretary General of Parliament, Chaminda Kularatne, as well as a counter complaint filed against Speaker Dr. Jagath Wickramaratne.
A separate complaint lodged by an individual identified as S. Kannan against Mr. Kularatne is also being examined by the Commission. As part of the ongoing probe, CIABOC has requested Mr. Kularatne’s personal file, interview records, and other relevant documents from the Parliament Secretariat.
Mr. Kularatne had earlier filed a writ application before the Court of Appeal in February through his counsel, President’s Counsel Sanjeeva Jayawardena, challenging his interdiction, which he claims was unlawful. The petition further alleges that Speaker Dr. Wickramaratne acted with malicious intent in initiating the interdiction process.
During the initial stages of the Court of Appeal proceedings, the Attorney General’s Department had indicated the possibility of a settlement. However, it later informed the court that the Attorney General would no longer represent the Speaker. Following this development, Speaker Dr. Wickramaratne retained private legal counsel, President’s Counsel K. Kanag-Isvaran.
Meanwhile, Mr. Kularatne has also filed several complaints with CIABOC against Speaker Wickramaratne. These include allegations of misuse of official vehicles, irregular receipt of fuel allowances, misuse of Parliament media division equipment, consumption of meals from Parliament without proper payment, and improper use of government quarters. He has further alleged malicious interference in parliamentary administration, as well as the improper rejection of Right to Information (RTI) requests related to alleged corruption.
