Anura Meter Update: 10 of 30 Election Promises Fulfilled by November 2025

According to the latest update of the ‘Anura Meter’ manifesto progress monitor, President Anura Kumara Dissanayake has fulfilled 10 out of 30 key election promises as of November 2025.

A further 10 promises are currently in the process of implementation, while nine promises have shown no progress to date, indicating that one promise has failed.

The assessment tracks 30 key pledges outlined in the 2024 presidential manifesto and incorporates information up to the 2026 Budget. The analysis was completed prior to Cyclone Ditwah.

The promises monitored under the Anura Meter were selected based on their high level of public interest and national significance. They span major policy areas including economic reform, governance, anti-corruption measures, law and order, and social protection.

The Anura Meter is maintained by Manthri.lk as part of its ongoing efforts to enhance transparency in the implementation of election promises. It follows earlier initiatives—the Maithri Meter and Gotha Meter—which tracked the policy commitments of former Presidents Maithripala Sirisena and Gotabaya Rajapaksa.

Of the 30 promises monitored, seven were selected based on public feedback. Manthri.lk also invites citizens to suggest additional promises that they believe should be included in the monitoring process.

Manthri.lk is Sri Lanka’s only parliamentary monitoring platform and is maintained by Verité Research, one of the country’s largest independent think tanks.
