Sri Lanka Declares Electricity, Fuel, Transport and Health Services as Essential Services

An Extraordinary Gazette notification has been issued declaring a wide range of services as essential services, including electricity supply, fuel and petroleum distribution, gas supply, hospitals, pharmacies, passenger and goods transportation, and several other public services.

The Gazette has been issued under the powers vested in the President of the Democratic Socialist Republic of Sri Lanka, Anura Kumara Dissanayake, in terms of Section 2 of the Essential Public Services Act No. 61 of 1979.

The notification states that, considering the post-disaster situation caused by the “Ditva” cyclone and the need to maintain normal public life, the following services have been declared essential due to the possibility of disruptions or obstructions affecting them.

The services declared as essential include:

  • All services related to the supply of electricity
  • Supply and distribution of fuel, including petroleum products and gas
  • All services, work, and labor necessary for the admission, care, nourishment, treatment, and maintenance of patients in hospitals, nursing homes, pharmacies, and similar institutions
  • Public transportation services for passengers and goods
  • Maintenance and facilitation of roads, bridges, culverts, airports, ports, railway lines, and transport services for road, rail, and air passengers, including tourism-related services
  • All services related to water supply and drainage
  • All services related to the supply, protection, and distribution of food and essential goods
  • All services, work, and labor carried out or required to be carried out by field-level officers attached to District Secretariats and Divisional Secretariats, including Grama Niladharis, Samurdhi Development Officers, Agricultural Research Assistants, Community Empowerment Officers, and Clean Sri Lanka central team officers
  • Ambulance services
  • Services of all state banks and insurance institutions, including the Central Bank of Sri Lanka
  • All services carried out by local government authorities relating to water supply, electricity, drainage and sewerage systems, fire and ambulance services, garbage collection and disposal, including sewage removal
  • All irrigation-related services
  • All telephone, telecommunication, and media services
  • All services related to land reclamation and development of low-lying areas
  • All agricultural and agricultural insurance services.
