Audit Report Exposes Spending Gaps in Samurdhi Development Department

The Samurdhi Development Department spent Rs. 50 million on poverty alleviation initiatives in 2024, while over Rs. 20 billion was allocated to pay employee salaries during the same period, according to the latest report issued by the National Audit Office.

The report highlights that, from the Rs. 50 million allocated by the Treasury, more than Rs. 40 million was utilized for empowerment programs. Of this amount, over Rs. 20 million was directed towards training, awareness programs, and other related activities.

It further states that expenditure on social empowerment programs exceeded Rs. 22 million, accounting for 51 percent of the total funds spent.

The Audit Office noted that employee-related costs of the department were significantly higher compared to the funds directed toward achieving its primary objectives. The report emphasized that the department’s main mandate is to economically empower citizens, eradicate poverty, and ensure social justice.

In response, the audit division has recommended that department heads implement timely and effective programs to fulfill these objectives.

The report also uncovered instances of mismanagement of resources. A Defender Jeep, a Pajero, and a van belonging to the department have reportedly been parked in garages for the past seven years without being put to use.

Additionally, the audit division observed that an 800-square-foot greenhouse, constructed at the Nai Miris Cultivation Training Center located within the Samanala Wewa Training Center premises, has not been utilized despite nearly Rs. 300,000 being spent as capital expenditure.
