Hesha Withana, an elected member of the Samagi Jana Balawegaya, has announced his intention to introduce a private member’s motion aimed at abolishing certain privileges enjoyed by members of parliament. He plans to present this motion after the convening of the new parliament.
Explaining the rationale behind his proposal, Withana stated that the move seeks to establish a new political culture focused on empowering the newly elected president and bolstering the National People’s Power.
Elaborating further, Withana outlined specific measures he intends to propose:
- Abolishment of Meals and Subsidies: Members of parliament should no longer receive breakfast and lunch at public expense. “If necessary, we can bring food from home,” he said.
- End of Concessional Loans: Withana advocated for the termination of the low-interest Rs. 10 million loan facility provided to MPs.
- Withdrawal of Security and Residences: Security for MPs and cabinet ministers should be withdrawn. Ministerial residences in Colombo, if provided, should be made available on a rental basis, with proceeds directed to the Mahapola Fund.
- Cutbacks on Allowances: He called for the discontinuation of the Rs. 100,000 office allowance, vehicle allowances, and other perks, emphasizing that parliamentary service should be rendered on an honorary basis.
- Repurposing Housing: The Madiwela MP residences should be converted into hostels for university students.
- Revocation of Pensions and Insurance: Withana proposed the elimination of the Rs. 1 million insurance cover and the pension scheme for MPs, arguing that such benefits reinforce an elitist status.
“The basic salary of a member of parliament is Rs. 54,285. If this is to be an honorary service, then abolish all these privileges. Start these changes before the 21st, as the house allocation forms are distributed after that date, making it challenging to implement these reforms. Begin this transformation immediately,” Withana urged.
