Hewapedi Dinusha Chathuranga, also known as Keselwatte Dinusha—a chief associate of the underworld figure Dinuka (who died of a heart attack in Dubai)—has allegedly received assistance to prepare a forged passport containing false information.
A Deputy Controller (Administration) of the Department of Immigration and Emigration has been arrested in connection with providing support for this fraudulent document.
The arrest was made this morning by the Colombo Fraud Investigation Division following a lengthy inquiry. The suspect is a 51‑year‑old resident of Matara.
Dinusha himself was arrested by Indian security forces and deported to Sri Lanka on January 24, 2026, where he was taken into custody at the airport by officers of the Criminal Investigation Department.
The Deputy Controller is accused of accepting an application that contained another person’s biometric data and issuing a passport without proper verification, thereby aiding the underworld figure.
Investigations began after the Magistrate of Colombo, in connection with a case before the Colombo Chief Magistrate’s Court, directed the police to inquire into the matter. As a result, the suspect was taken into custody by the Fraud Investigation Division.
