Dr. Cabral is an expert with 35 years of experience in civil and criminal law in Sri Lanka in the fields of Intellectual Property Act, Company Act, Commercial Law, Commercial Arbitration, International Commercial Law. Having worked as a President’s lawyer for 17 years, he has extensive experience in the Supreme Court and Commercial High Court of Sri Lanka.
He is a postgraduate in corporate law from the University of Canberra, Australia, and has been a member of the International Chamber of Commerce of the International Court of Arbitration in Paris for 6 years until 2021. He is also a representative member of the Federation of Integrated Conflict Management (FICM) and a representative member of the International Commercial Disputes Tribunal (ICDT) as well as a senior member of the Chartered Institute of UK and Ireland.
Also, a former member of the Board of Investments of Sri Lanka, he was a founding board member of the International Arbitration Center of Sri Lanka and has been involved in the drafting of the present Act, the Arbitration Act No. 11 of 1995. Dr. Harsha Cabral is a member of the Law Commission of Sri Lanka.
A member of Sri Lanka’s Intellectual Property Advisory Commission. Chairman of the Intellectual Property Law Amendment Project of the Ministry of Justice as well as a member of the Corporate Governance Committee and Corporate Governance Division of the Institute of Chartered Accountants of Sri Lanka. He is also a nominated member of the Post Graduate Institute of Medicine by the University Grants Commission.
As a member of the Advisory Commission on Company Laws of Sri Lanka, Dr. Cabral has contributed to the preparation of the current Act, the Company Act No. 07 of 2007.
Dr. Cabral is the Chairman of Tokyo Cement Group which holds the largest cement market share in Sri Lanka. He was also the former chairman of LOLC Finance PLC, one of the largest financial institutions in Sri Lanka. In addition, he has worked as a director in LOLC Insurance Company Limited, Commercial Leasing and Finance Limited, Richard Peiris Company.
Also, Dr. Cabral, who has been the Acting Chairman of Hatton National Bank, has also been appointed as a Senior Director of Union Bank. He was a member of the Cabinet Committee on National Trade Policy and a member of the Presidential Commission on Law Reform in Sri Lanka.
Dr. Cabral is also director of . Mr. Cabral, who holds the position of Chairman of the Ethics Committee of the International Olympic Committee, Sri Lanka Institute of Information Technology (SLIIT) and Sri Lanka Information Technology International Private Limited (SLIIT International Private Limited), Nandiriya Project, serves on Audit Committees, Nomination Committees, Business Committees, Debt Recovery Committees and He is involved in a number of committees such as the Related Party Client Committee and chairs many of them.
Dr. Cabral, who serves as a senior external lecturer in several universities in Sri Lanka and abroad, is a speaker and author, and a scholar who has published academic articles on corporate law, intellectual property law, commercial arbitration, and international commercial law in Sri Lanka and abroad. Dr. Harsha Cabral, who has worked as a sole arbitrator, co-arbitrator and chairman in domestic and foreign arbitration processes in addition to his involvement in judicial affairs and academic lectures, has published several works including “Intellectual Property Law of Sri Lanka”.
