Supreme Court Orders UGC to Enforce Anti-Ragging Guidelines and Monitor Implementation

The Supreme Court today (09) issued a directive to the University Grants Commission (UGC) to take immediate measures to strictly enforce the existing guidelines aimed at preventing fresher harassment (ragging) within universities.

In addition, the Court instructed the Minister of Education and Higher Education to ensure the provision of adequate financial, technical, and logistical support necessary for the effective implementation of these guidelines.

This order was delivered by a three-judge bench comprising Justices Shiran Gunaratne, Priyantha Fernando, and Sobitha Rajakaruna, during the hearing of a fundamental rights petition filed by Pasindu Hirushan de Silva. The petitioner, a first-year university student, sustained severe physical and brain injuries due to ragging in 2020.

The bench further directed that a three-member panel reconvene on January 14 to review and assess the progress made in implementing the Court’s directives.
