Tourist guides in Sigiriya area say that authorities charge 11,000 rupees from a foreigner to climb the Sigiriya rock, and because of this, many foreigners leave without climbing the rock.
They point out that although December is the best tourist month, foreigners have not come to Sri Lanka.
