The one-man investigation committee that conducted the investigation has recommended that a case should be filed against the former Minister of State for Prisons and Rehabilitation, Mr. Lohan Ratwatte, who was accused of entering the Anuradhapura prison and intimidating the prisoners.
It is under a series of charges including attempted murder and criminal intimidation.
The inquiry was conducted by retired High Court Judge Mrs. Kusala Sarojani Weerawardena.
